The eligible fields of study are:

- Political Sciences The EIFFEL Scholarship offers grants to foreign students.

Only French higher education institutions can preselect candidates and send an online application on their behalf on the Campus France website.

1 st step:

 - You may contact the International Relations department of the university/school through their website, by email or phone, to know the deadline for the submission of applications.

 - You may contact the French embassy or Campus France office of your home country. You have to choose by yourself the French institution according to your project of study. Any French higher education institution can apply.

2 nd step:

- Your French university/school has decided to support your application to the Eiffel scholarship - They will send you the application form and help you fill it out.

- Finally, they will send the application on your behalf. Applications submitted directly by students or by foreign educational institutions will be rejected. The new Eiffel 2021 campaign will be launched in October 2020 in the website: click here.

1. Objectives of the Eiffel Program:

 The Eiffel Excellence Scholarship Program was established by the French Ministry for Europe and Foreign Affairs to enable French higher education institutions to attract top foreign students to enrol in their masters and PhD programs. It gives the opportunity to the future foreign decision-makers of the private and public sectors, in priority areas of study, and encourages applicants from developing countries at master’s level, and from developing and industrialized countries at PhD level.

4. Duration of the scholarship

4.1. Master’s level The scholarship is awarded for:

- a maximum of 12 months for entry at Master 2 level,

 - a maximum of 24 months for entry at Master 1 level,

- a maximum of 36 months for an engineering degree.

 It is awarded on the condition that the student complies with the academic requirements of each academic year. Should the student wish to take an intensive language course beforehand, the Eiffel scholarship duration can be extended by a maximum of two months, if this is clearly indicated in the application. The Eiffel scholarship does not cover the cost of such language courses. Gap years or periods are not covered by the Eiffel scholarship.

The scholarship may cover internship periods of no more than 25% of the total duration of the master program (please see “duration of the scholarship” at page 4 of the application file) The internship period must be an integral part of the course and be referred as mandatory in the higher education institution curriculum. If the internship is not mandatory or exceeds the 25% of the master duration, the scholarship will be interrupted.1 If students receive preferential student housing from Campus France, they must inform of any internship period as soon as possible. The academic program is only covered by the Eiffel scholarship for periods taking place in France. If the academic program includes an international academic exchange, in a different institution, the scholarship shall be suspended for the period spent abroad, with deferral of the scholarship.

If the academic program includes an international academic exchange in the same institution, the scholarship shall be suspended during the period spent abroad, without deferral of the scholarship. If the student signs an apprenticeship contract or a professional training contract, the scholarship shall be automatically terminated.

4.2. PhD level The Eiffel scholarship is awarded for a maximum of 12 months. With the approval of the Selection Commission, the scholarship can be divided into 2 or 3 periods in France of 3 or 4 months each. The scholarship can be divided over a maximum of 3 calendar years. Only law students can take French language courses alongside their studies. This must be clearly requested in the application. If the language course is not clearly requested in the application, it will not be granted afterwards.

5. Benefits of the scholarship

 5.1. Master’s level The Eiffel scholarship consist of a monthly allowance of €1,181 (a maintenance allowance of €1,031 and a monthly stipend of €150).

In addition, the following benefits are covered:

 - International transport2 : a round-trip international ticket Country of origin - France;

 - National transport: a train ticket to the first study location;

a train ticket from the last study location to the airport for the return to the country of origin;

 - Local transport: reimbursement of up to a maximum of €50 of the trip between the airport or train station and the first study location (taxi or public transport);

 - Health insurance by Campus France, for the time needed to register to French Social Security, for students from outside of the European Economic Area (EEA);

 - Mutual health insurance (mutuelle);

 - Cultural activities. Subject to certain conditions, students may also benefit from a housing allowance, within the 3 months following signature of the housing contract.

 5.2. PhD level The Eiffel scholarship includes a monthly allowance of €1,400. In addition, the following benefits are covered:

- International transport: a round-trip international ticket Country of origin - France;

 - National transport: a train ticket to the first study location; a train ticket from the last study location to the airport for the return to the country of origin;

- Local transport: reimbursement of up to a maximum of €50 of the trip between the airport or train station and the first study location (taxi or public transport);

- Health insurance by Campus France, for the time needed to register to French Social Security, for students from outside of the European Economic Area (EEA);

 - Mutual health insurance (mutuelle);

 - Cultural activities. Subject to certain conditions, students may also benefit from a housing allowance, within the 3 months following signature of the housing contract.

6. Eligibility

 - Nationality: this program is reserved for non-French nationals. Candidates with two nationalities, one of which is French, are not eligible.

 - Age: for master’s level, candidates must be no older than 30 on the date of the 2019 Campaign, that is, students born after March 1988. At PhD level, candidates must be no older than 35 on the date of the 2019 Campaign, that is, students born after March 1983.

 - Origin of applications: only applications submitted by French educational institutions are accepted. These institutions commit to enrolling scholarship holders on the academic program for which they have been selected. Applications submitted by any other means shall not be considered. Furthermore, any candidate nominated by more than one institution shall be disqualified.

- Levels of study: scholarships are granted to candidates wishing to enrol on a master's program, including at an engineering school, and for PhD students. The Eiffel Program does not apply to French-run master’s programs abroad. The Eiffel scholarship does not apply to training under an apprenticeship contract or a professional training contract.

 - Scholarship incompatibilities: foreign students who, at the time of application, have already been awarded a French government scholarship from another Program, are not eligible, even if the scholarship only covers health insurance.

 - Eiffel master’s scholarship: no application will be accepted for any student already rejected at an earlier application campaign, even if the application is submitted by a different institution or in another field of study. Students who have already been awarded an Eiffel scholarship at master’s level are not eligible to re-apply at master’s level.

- Eiffel PhD scholarship: Institutions may nominate a candidate who was previously awarded an Eiffel scholarship at master’s level for a scholarship at PhD level. Candidates who have already been awarded an Eiffel scholarship during their PhD cannot be awarded a scholarship for a second time. No application will be accepted for any student already rejected at an earlier application campaign, even if the application is submitted by a different institution or in another field of study.

 - Language skills: when pre-selecting non-French-speaking candidates, institutions must make sure that their language skills meet the requirements of its academic program. Students studying at an academic program abroad have priority over those already living in France.

Calendar

-Application forms online submission: week of September 28th 2021.

- Deadline for the reception of applications by Campus France: January 8 th 2021.

The student must contact the institution that will submit his application in order to know the deadline for submission of his candidacy to this institution; - Publication of results: week of April 28th 2020.

The results are announced in March in order to allow students who are applying to other scholarship programs to know whether they have been selected to an Eiffel scholarship and to make informed study choices. The Eiffel scholarship cannot be held concurrently with either a French government scholarship, an Erasmus + scholarship or a scholarship from the “Agence Universitaire de la Francophonie”. In that case, selected candidates must renounce to one of the two scholarships. If they decide to renounce to the Eiffel scholarship, they must immediately inform Campus France, the administrator the Eiffel program on behalf of the French Ministry for Europe and Foreign Affairs.
